The City maintains a storm drainage pipe system, flood control system, culverts, detention and retention facilities, and certain channel improvements. The City owns and operates one third of the total stream systems in the area with the remaining two third's is owned and operated by either Zone 7 or private owners. 

City storm drain projects are varied and may address existing drainage problems, maintenance work along the arroyos, flood damage prevention, and storm drain transmission facilities needed by new development. They also may address improvements to meet the requirements of the City's Municipal Regional Stormwater Permit, repair any damage caused by major storms, or be to construct riparian habitats to offset construction impacts.
