The City is updating its General Plan!
On March 1, 2021, the City Council made updating the Livermore General Plan and Housing Element Update a priority for the next two years.
What is the General Plan?
The General Plan is the City’s long-range policy document for growth, land use, transportation, sustainability and resource and open space conservation. The current General Plan was adopted in 2004 and looks out to the horizon year 2025. The traditional planning period for updating the General Plan is 10-20 years. At approximately 17 years old, the General Plan needs updating. Local conditions have changed somewhat since preparing the last General Plan, which can have an influence on local policy. The General Plan update offers the community and City Council an opportunity to re-evaluate existing policies and develop new ones that address shifts in community priorities, technologies, and current land use and real estate market trends.
General Plan Advisory Committee
On October 7, 2021, the City Council selected 19 members of the community to serve on the General Plan Advisory Committee. This committee will meet on the 2nd Wednesday of each month and as needed at other times during the General Plan Update. The public is welcomed and encouraged to attend these meetings. Housing Element
State law requires the Housing Element to be updated every eight years and to be certified by the California Department of Housing and Community Development (HCD). The City Council adopted the updated Housing Element, covering the period from 2023 to 2031, on March 13, 2023. HCD certified the document on March 24, 2023. Equity and Inclusion Plan
The Equity and Inclusion Plan establishes a framework to foster an equitable and inclusive community engagement program for the Livermore General Plan and Housing Element Update. A primary objective of the Plan is to help address current and past inequities resulting from past planning processes. To achieve fair and meaningful engagement, the Plan identifies key audiences who have been underrepresented in planning processes and establishes outreach goals and strategies to overcome barriers that could hinder or prevent people from participating in the General Plan and Housing Element Update. The Plan is a living document that will be refined and improved upon in response to outreach results and community, CPAC, Planning Commission, and City Council feedback as the project progresses. As part of the planning process, the City and its consultant team will be hosting a wide variety of community events through various platforms and formats to hear from you and get a broad array of opinions and insights.
