A short-term rental is a residential dwelling, or portion thereof, that is made available for rent for a period of 30 consecutive days or less.

Recent amendments to the Municipal Code approved by the City Council now allow accessory dwelling units (sometimes called “granny flats” or “in-law” units), which were permitted prior to January 1, 2020, to be used as STRs consistent with state law and subject to the City’s STR permit requirements.

STR permits must be renewed annually, no later than December 31 each year, and are subject to the City’s transient occupancy tax (TOT). 

For long-term residential rental (more than 30 consecutive days), no permit or business license is required for one rental unit. For more information, please visit Business License.

NEW SHORT-TERM RENTAL ONLINE PORTAL TO APPLY FOR OR RENEW PERMITS AND MAKE TOT PAYMENTS

Documentation Required:

For Tenants applying for STR – the owner of record must provide written consent to the Host (Tenant) to operate a short-term rental on the property. 

Requirements for STR Renewal:

• Renewal permit.
• For Tenants, if the property owner on record has changed, the Host/Tenant must provide a written consent from the new owner to operate STR on the rental property.
• Current in Transient Occupancy Tax (TOT) payments.

TOT is collected by short-term rental hosts and remitted to the City of Livermore quarterly. If a short-term rental host uses a 3^rd party platform such as Airbnb, the platform needs to collect TOT from the guests and the host remits the TOT collected to the City. 

Please remit payment through your account on the STR portal. This is the same portal used for the application/renewal of the STR permit.
