The Building Division is open Monday-Thursday 9:00 a.m. to 4:00 p.m. for drop-in services. We are closed on Fridays.

The Building Division provides plan review and field inspections of buildings to ensure a safe, accessible and energy efficient environment throughout our community. The Division regulates local and State laws related to building construction, maintenance, use, repair and rehabilitation. This includes enforcement of the City's Development Code and Municipal Code through our Neighborhood Preservation section, and state mandated energy conservation, disabled access, and housing laws. These objectives are accomplished through administration of public outreach and technical assistance programs, as well as building code regulation. Examples include identification and promotion of seismic retrofit for older buildings and "green building" construction.

The Building Division also manages the City's Permit Center. The Permit Center coordinates and streamlines the development review and construction permit process. Applications for construction projects are submitted to the Permit Center, where the review process is coordinated among several departments and regulatory agencies. This provides the customer with a comprehensive single point of contact throughout the entire review and permit process.

Building Inspection

The Building Inspection section provides inspection services for building construction to ensure compliance with approved plans, and local and State building code laws. Inspection services are provided for new residential, commercial and industrial buildings, as well as building additions, remodels, and changes in use.

The Inspection section conducts public outreach, administers technical assistance services, and performs over 18,000 inspections per year, ensuring structural integrity, fire safety, sanitation, disabled access and energy efficiency of new and existing buildings throughout the community. Inspection services are provided within 24 hours of customer request. Plan Review and Permit Processing

The Plan Review and Permit Processing section provides plan review and permit services for new buildings, additions, alterations and repairs. These services ensure compliance with local, State and Federal laws related to building safety, disabled access and energy efficiency. In addition, this section coordinates the activities of the City's Permit Center.

Plan review process times range from 15 minutes to 25 business days depending on project complexity and current workload at the time of submittal.

Neighborhood Preservation

The Neighborhood Preservation section promotes Municipal Code and Planning and Zoning Code compliance through public outreach, administration of service programs, and regulatory enforcement. The section investigates reports of neighborhood nuisance regulations and enforces the City's Municipal Code and Development Code related to building use and maintenance. In addition, the section develops and administers citywide proactive programs, which promote safe and clean neighborhoods. Examples include coordination of neighborhood clean-up days and related volunteer programs.
