Hazard Mitigation

Local hazard mitigation is the process of identifying natural hazards, like earthquakes or fires, and reducing their impacts on the local population. Dublin, Livermore, Pleasanton, and the Dublin San Ramon Services District have partnered to establish the Tri-Valley Local Hazard Mitigation Plan. The Plan identifies natural hazards that could impact the Tri-Valley region and establishes policies to mitigate each hazard.

Mitigation can include a range of actions, like large Capital Improvement Projects improving stormwater systems, or smaller changes to a local jurisdiction's hazard mapping software. The Plan increases the Tri-Valley's competitiveness for Federal Emergency Management Agency (FEMA) grants.

Federal and State Law

The federal Disaster Management Act (DMA) of 2000 requires state and local governments to develop hazard mitigation plans (HMPs) as a condition of federal disaster grant assistance.  The DMA encourages cooperation among state and local authorities in pre-disaster planning and preparation of hazard mitigation plans.  The California Office of Emergency Services (Cal OES) and Federal Emergency Management Agency (FEMA) are the two governing agencies that review and approve HMPs.  FEMA requires HMPs to be updated every five years to remain eligible for federal grants.

2023 Plan Update

Federal law requires that local hazard mitigation plans are updated every five years.  The Tri-Valley partners began the regular five-year update of the Tri-Valley Hazard Mitigation Plan in early 2022.  The update process included public outreach and the formation of a steering committee.  The Steering Committee consists of 15 members, including staff from the partner agencies (Dublin, Livermore, Pleasanton, and the Dublin San Ramon Services District), and emergency management staff from outside agencies such as the Lawrence Livermore National Laboratory and Alameda County Fire Department.

Following a two-week public review and comment period in May 2023, the draft was submitted to Cal OES on June 15, 2023, for review (up to 45 days). The Draft plan will then be submitted to FEMA for review. It is anticipated the plan will be scheduled for review and approval by city councils and board in early Fall.

Story Map

As part of the planning process, we have also prepared a Story Map, which is an interactive map of the partner agencies that contains information about the planning process, community involvement opportunities, and updated hazard and risk data for community members to review. The information is preliminary and will continue to be updated until the Plan update is approved by FEMA and adopted by the planning partners.

Timeline

Following completion of the public review period, the draft 2023 TVHMP Update will be submitted to Cal OES and FEMA for review.  Following FEMA review, the plan will be submitted to City Councils and Board for final adoption.
