Similar to trees, most fence issues on private property are civil matters and must be handled between the property owners. However, Neighborhood Preservation may be assigned to investigate a fence matter if it involves the public right-of-way, creates a hazard, or violates zoning regulations. The City of Livermore Library has a book Neighbor law : Fences, Trees, Boundaries and Noise that can be helpful in neighbor civil matters.

If you are building a new fence or wall, approval of setback, height, and/or placement is required from the Planning Division.

If the fence will be more than six feet in height from the top of grade, planning approval and a building permit is required.

No fence shall be erected that interferes with vehicular sight lines.

Fences shall be of permanent construction of wire, wood, or masonry with all supporting structures of pressure treated lumber, redwood, concrete or steel set in a concrete foundation.

Barbed wire shall not be used in the construction of any fence except in an industrial zone as a protective device and no less than five feet in height from the top of grade.

All fences and walls shall be maintained structurally sound and in good repair.

Violations

Violators will be subject to citation and penalties per LMC 1.20.
