Below Market Rate/Down Payment Assistance Programs

The City of Livermore provides various programs that offer financial assistance, counseling, and education for income-qualified families who are looking to purchase a home in Livermore.

Affordable Homeownership Program, also known as the Below Market Rate (BMR) Program is an important part of the City’s several affordable housing programs that help low- and moderate-income households purchase a home at a below market rate and get financial assistance with the down payment.

Below Market Rate homes become available when new developments are built or when existing homeowners decide to sell. New homes are not expected to complete construction in 2024.

Down Payment Assistance Program offers prospective homebuyers financial assistance with down payment for a purchase of a house. 

First-Time Homebuyer Education workshops and counseling sessions are offered for perspective homebuyers through Echo Housing. These classes are an important segue to affordable homeownership and are required prior to a purchase of a Below Market Rate home.

Future Homeowners can prepare themselves for homeownership with Habitat for Humanity financial education center.

Current BMR Homeowners, who purchased their homes through the BMR program or with the Down Payment Assistance Program, can access resources for successful homeownership here.

Homebuyer Program Administration Services Request for Qualifications

The City of Livermore is s seeking a qualified consultant to provide services to support the administration of the City’s Affordable First-Time Homebuyer Program. The deadline to submit qualifications/proposals to the City is Friday, April 19, 2024.
