Maximum Income Limits

Each year, the California Department of Housing and Community Development (HCD) provides a schedule of income limits based on household size from data published by the U.S. Department of Housing and Urban Development (HUD) that is used to determine affordable sales prices and rent limits for most State and Federal housing programs.  The City of Livermore uses the HCD 2023 income limits to determine tenant/buyer eligibility for their housing programs. 

Affordable For-Sale Prices

Effective for the 2024 Affordable Homeownership Program year for-sale prices and rental rates and thereafter until updated by City Council. The 2023 Area Median Income for a 4-person household of $147,900 published by State HCD is derived from the U.S. Department of Housing and Urban Development for Alameda County (Oakland-Fremont Metro Region) for the Section 8 Program.

Rental Rate Limits

Effective November 28, 2022, and thereafter until updated by City Council.  Rental affordability based on 30% of the household's monthly income and do not include tenant utility allowances.  Utility allowances should be deducted from the maximum rents based on the Livermore Housing Authority's utility allowance schedule for the Section 8 Program.
