The Subcommittee on Homelessness (SOH) was formed by the City Council to develop a Homeless Strategic Framework by gathering information on homelessness and services that are available to people experiencing homelessness.  At the conclusion of the SOH work in 2021, Council was presented with short, medium, and long-term strategies to address homelessness in Livermore.
