Properties that are connected to Livermore's public sewer system receive sewer service charges. These charges fund the cost of operating, maintaining, and improving the system. No property or sales taxes are used to support sewer service.
Sewer Service Charges for Residential Properties
Livermore's residential properties pay for their sewer service annually on their property tax bill. This charge appears as a line item called "City Sewer Service" under the "Fixed Charges and/or Special Assessments" section.

How are sewer service charge rates determined?
The City of Livermore Water Resources Division develops proposed Sewer Service Charge rates through third-party Cost of Service Studies. These studies analyze what rates are necessary to ensure adequate funding for Livermore’s wastewater system. The rates are then finalized through a Proposition 218-compliant public hearing process.
Livermore’s last Wastewater Cost of Service Study developed proposed rates for July 1, 2020 to June 30, 2025. On the May 11, 2020, Livermore City Council adopted Ordinance No. 2095, which established Livermore's sewer service charges through June 30, 2025. Why are there different rates based on property type?
The City of Livermore cannot charge any customer type more than its fair share for wastewater service. To ensure this, all rates are based on the average amount of wastewater each customer type typically generates and the average strength of the customer type’s wastewater. The strength of wastewater, measured as the amount of organic material and solids, directly impacts the cost of treatment. Customer types that discharge higher strength wastewater have higher rates because their wastewater is more expensive to treat.
